EU Weighs Sanctions on Israeli Ministers Over Flotilla Abuse
Point 22 of the Middle East section of the draft conclusions, prepared for the June 18–19 EU summit, states that the European Council "condemns the ill-treatment inflicted on detainees following the interception of the Global Sumud flotilla in international waters," an Italian news agency reported Tuesday.
The document goes further, explicitly calling on the EU Council "to continue its work on restrictive measures against extremist ministers who incite and promote such human rights violations."
The draft remains subject to ongoing negotiations among the permanent representatives of all 27 EU member states and may be revised before leaders convene later this month.
The proposed measures follow Israel's interception of the Global Sumud humanitarian flotilla in international waters. Video footage released by Israeli authorities and widely shared online showed Israeli National Security Minister Itamar Ben-Gvir walking among detained activists restrained with zip ties and forced to kneel in tightly packed rows — images that drew immediate condemnation from human rights organizations and multiple governments.
France and Italy have since pushed for the bloc to adopt a firmer stance, explicitly raising the prospect of targeted sanctions.
With EU leaders set to convene in the coming weeks, the summit is expected to serve as a critical juncture for the bloc to forge a unified position on the flotilla fallout and the broader, escalating crisis across Gaza and the wider Middle East.
